The putting green should be peaceful. Then someone picks up a ball without marking it and the courtroom opens.
Mark before lifting
Under Rule 14.1a, mark the spot before lifting a ball when the rules require it to be replaced. On the putting green, you may lift and clean your ball under Rule 13.1b, provided you first mark its spot.
What if you accidentally move your ball?
If you or someone else accidentally moves your ball on the putting green, generally there's no penalty and you must replace the ball on its original spot under Rule 13.1d. Intentional movement is treated differently.
What if wind moves the ball?
If wind moves a ball on the putting green after it has already been lifted and replaced, put it back on its original spot. If it had not been lifted and replaced, generally play it from its new spot. That's a major distinction.
